Low-Speed Electric Scooters for Delivery: Licence, Registration and What to Check
Delivery fleets considering electric scooters soon run into the split between low-speed and high-speed models. The difference affects which riders you can hire, what paperwork applies and which routes the scooter suits. This is a practical overview, not legal advice. Confirm the details for any specific model with the manufacturer's certification and your local RTO.
What "low-speed" means
In India, electric two-wheelers certified with a top speed of up to 25 km/h and a motor of up to 250 W fall into a low-speed category that is treated differently from regular motor vehicles. Scooters above those limits are high-speed EVs and are registered and licensed like any other two-wheeler.
Why it matters for a delivery fleet
- Rider pool. For properly certified low-speed models, a driving licence is generally not required, which widens the pool of riders you can bring on. Check the current rules before relying on this.
- Paperwork. Certified low-speed models generally don't need registration, which simplifies onboarding a fleet.
- Running cost. Smaller motors use less energy per km.
Where low-speed scooters fit
They are built for short, dense delivery work: quick commerce dark-store runs, food delivery inside sectors and colonies, and parcel beats across residential societies. They are not meant for long highway runs. In Delhi NCR, most quick commerce and hyperlocal orders fall well within their sweet spot. See EVs for quick commerce in Gurugram.
What to check before you rent
- The model's certification documents confirming its low-speed classification.
- That the scooter hasn't been modified in a way that changes its speed or motor rating.
- Your delivery platform's own vehicle requirements for riders.
- Battery swap compatibility, such as Battery Smart or Mooving, near your hubs.
